Is it permissible for a Muslim to shave his beard in non-Muslim countries in our time, based on what Ibn Taymiyyah and Ibn Hajar said?

Shaving the beard is forbidden according to the majority of scholars. No statement has been reported from Ibn Taymiyyah or Ibn Hajar that indicates the permissibility of shaving the beard in lands of disbelief. Rather, Ibn Taymiyyah mentioned that a Muslim in a land of war or disbelief might not be commanded to oppose disbelievers in outward appearance if doing so would cause him harm, or if there is a religious benefit such as proselytization (da'wah) or warding off harm from Muslims. This does not mean that shaving the beard is permissible absolutely; rather, it is linked to a state of fear of harm or the existence of a religious benefit. In most lands of disbelief today, there is no harm in growing the beard.
