Has anyone issued a fatwa permitting the sleeve of a woman's garment to be tight up to the elbows instead of loose-fitting?

The fatwa no. 116026 stated that the Shari'i jilbab for women must have tight sleeves, so that the forearm does not show, as it is 'awrah (private part). The Permanent Committee in fatwa no. 40946 emphasized that the sleeve opening should be narrow. We have also clarified Imam Al-Dhahabi's statement regarding widening sleeves in fatwa no. 37837.
