What is the ruling on masturbation to relieve congestion caused by continuous arousal and inability to marry, knowing that fasting weakens and avoiding stimulants is difficult? Is one sinful if he retains seminal fluid in his body despite knowing its harm? Was it correct to refuse a marriage proposal where the father would cover the expenses, or was it obligatory to accept it to maintain chastity? What should he do if the situation recurs? Is it permissible to marry with the intention of divorce in such a case?

Masturbation is forbidden, and Allah has not made a cure in what He has forbidden. One might think it a medicine while it is a disease. Fasting is a beneficial prophetic remedy for whoever perseveres in it, along with lowering the gaze, avoiding idleness, busying oneself with acts of obedience, and keeping good company. Some jurists have permitted masturbation when there is a fear of committing zina (unlawful sexual intercourse) or falling ill, and this is the view of groups from the early and later generations. One should avoid everything that incites desire. If marriage is proposed to you with the offer to cover your expenses, there is no objection if the man is religious, righteous, and you feel secure from his treachery. As for marriage with the intention of divorce, it is forbidden.
