What is the ruling on recycling damaged Quranic pages for other uses, or must they be disposed of by traditional methods?

It is not permissible to recycle damaged Qur'an pages and use them for anything other than the Qur'an, as this is considered a desecration of them. The correct approach is to burn these pages or bury them in a pure place, out of reverence for them. Al-Bukhari narrated that Uthman ibn Affan ordered the burning of all copies of the Qur'an except for those that had been transcribed. Ibn Battal mentioned that this indicates the permissibility of burning books that contain the name of Allah, out of reverence for them and to protect them from desecration. The Permanent Committee for Scholarly Research and Ifta' has stated that Qur'an pages must be preserved, and it is permissible to remove the Qur'an's script from torn pages either by burning or burying them in pure ground. The Council of Senior Scholars prohibited recycling them due to the humiliation and degradation that would result from such an act.
