Is it permissible to conclude a marriage contract with a girl suffering from a mental and physical illness that will lead to paralysis, especially since she has an inheritance from her father?

It is Islamically permissible to contract a marriage with a mentally ill woman. The father and grandfather may marry her off for her benefit, such as ensuring her financial support. If there is no father or grandfather, the ruler may marry her off, provided she is an adult and has a need for marriage. The Hanbalis hold that marrying off an insane woman without a need is exclusive to the father. However, if she has a need for marriage, then all guardians may marry her off. If the mentally ill woman experiences periods of lucidity, she should only be married during her lucid state, and her permission becomes void upon the onset of insanity. Mental illness and physical disability do not affect the validity of the marriage. There is no objection to marrying a woman for her wealth, but it is not permissible for the husband to take his wife's money without her consent.
