Is it permissible to recite the Qur’an for the deceased with the intention of dedicating the reward to him, and to participate in the recitation with others for the same deceased person? And does the reward for this recitation reach the deceased?

It is permissible for a Muslim to recite the Qur’an and supplicate that its reward be given to the deceased Muslims, but gathering for this purpose is an innovation (bid‘ah). There is another opinion that considers dedicating the reward of Qur’an recitation to the deceased to be an innovation in its essence, because it was not established from the Prophet, peace and blessings be upon him, nor from his companions, and the deceased does not benefit from it. Goodness lies in following his guidance, peace and blessings be upon him, and the guidance of his rightly-guided caliphs, and evil lies in following innovations.
