Is it permissible for a fasting person to fondle his menstruating wife to the point of ejaculation without penetration, and is that to be considered analogous to intercourse?

A fasting person is not permitted to fondle his wife with lust, based on the Prophet's (peace and blessings be upon him) saying: "He abstains from his food, drink, and desires for My sake." And whoever fondles his wife until he ejaculates, his fast is broken, and he must make up for it. There is no expiation (kaffarah) upon him according to the majority of scholars, except that the Malikis are of the opinion that expiation is obligatory. The invalidation of the fast by intentional ejaculation through direct contact or masturbation is what the majority of scholars agree upon.
