Al-Tahir ibn 'Ashur, in "Al-Tahrir wa al-Tanwir," answered that the verse is a supplication for God to perpetuate for them the blessing of not burdening them with what they cannot bear, and that He not abrogate it due to His wrath upon them. God taught them to supplicate Him with this prayer after He had decreed that He does not burden a soul beyond its capacity, and the intent of praying with it is to request the perpetuation of that.
