Is it obligatory to repeat the prayer and ablution for someone who felt the exit of prostatic fluid (madhy) during them, and is its exit considered a nullifier of ablution, despite the existence of fatwas that liken his situation to that of a woman with irregular non-menstrual bleeding (mustahadah) who does not pay attention to what exits from her after performing ablution for each prayer?

"An illusion or doubt regarding the occurrence of something that nullifies ablution does not invalidate purity. Rather, a ruling to that effect is made only when there is certainty or a strong presumption. For someone whose impurity is continuous, like a woman with chronic vaginal bleeding (Mustahaadah), their ruling is that of those with excuses: she performs ablution and prays as much as she wishes within the prayer time, even if something is discharged during the prayer, because she cannot stop it. As for someone whose impurity is intermittent, they must pray with complete purity, and they should wait for their impurity to cease if possible. So, if pre-seminal fluid (madhy) is intermittent, it should be washed off, and ablution should be performed for each prayer. Its discharge during prayer nullifies both ablution and prayer. However, if the pre-seminal fluid is continuous, like chronic madhy incontinence (sals al-madhy), its owner takes the ruling of those with excuses."
