Is excommunicating the majority of the People of the Qiblah considered disbelief?

It is impermissible to declare a Muslim an infidel unless the conditions for disbelief are met and its impediments are absent. The prophetic Hadith (definition): "Whoever says to his brother, 'O disbeliever,' it will apply to one of them; if he was as he said, then so be it, otherwise it will return to him," warns against declaring Muslims infidels. His saying, "otherwise it will return to him," is interpreted as referring to minor disbelief, and the act of accusing a believer of disbelief is likened to killing him, not actual disbelief. The one accused remains a brother to the Muslim even after this statement.
