Vows of obedience must be fulfilled, while vows of disobedience are not permissible to fulfill. If the vow is time-bound, it is not permissible to delay it without an excuse. Whoever delays it must offer an expiation for an oath along with fulfilling the vow. However, if it is not time-bound, there is no harm in delaying it. It is not permissible to fulfill a vow during Ramadan or on the Eid days. It is advised to fulfill the vow after Ramadan.
