Warning people, advising them, enjoining good, and forbidding evil is an obligation according to one's ability, and with conditions and controls. Whoever is able to enjoin good and forbid evil and abandons it commits a sin; otherwise, there is no blame on him, and what remains required is denunciation by the heart, which is the weakest of faith. It is not permissible to remain silent and not denounce for one who is able to speak and forbid evil, for truth will be lost and ignorance will spread if people remain silent about proclaiming the truth and do not teach or invite others.
