The mere possibility of programs and games being misused does not render them forbidden, unless their prevalent use is for evil and the prohibited, or if it is known that the person requesting the programming will use them in a forbidden manner. As for someone whose situation is unknown, there is no harm in programming for them, and the sin falls upon whoever uses them in a prohibited way.
