What is the ruling on a girl traveling to study on a scholarship in China if her guardian is concerned about the absence of a mahram with her?

It is impermissible for a Muslim woman to travel without a mahram, whether the travel is within Islamic lands or to them. As for traveling to lands of disbelief and residing therein, it is impermissible except in cases of dire necessity and urgent need. If this necessity is not present, she should continue her studies in her own country.
