The answer

It is not possible to rule on television as being forbidden or permissible without knowing the programs it broadcasts. If it shows women's awrah (parts of the body that must be covered) or promotes bad morals or false beliefs, then it is not permissible to watch it, even if it includes beneficial Islamic programs; because warding off evil takes precedence over acquiring benefits. If a person controls it and uses it only for what is beneficial, then there is no objection to watching it, but this is almost impossible. As for Islamic channels, not all of them are Islamically regulated, and we do not know of any channel that is generally regulated by Islamic standards except Al-Majd Channel, whose founders designed an encrypted dish that receives nothing else.
