What is the ruling on someone who occupies a leadership position to gain financial and social benefits, while not possessing the required academic qualification or experience, and what is the ruling on his leadership over individuals whom he knows are more competent than him?

It is not permissible for a person to assume any public office if he is not qualified for it and does not meet the required conditions, because it is a trust, and it will result in disgrace and regret on the Day of Resurrection for whoever does not fulfill its rights. However, if a person is qualified for the office and meets the conditions, but is not the best, he may assume it as long as he fulfills its rights, even if it is more befitting to appoint the best.
