If the fondling occurs after the second tahallul (release from pilgrim's consecration), there is no fidyah (definition) (expiatory offering), but sin is incurred. The second tahallul is achieved by performing the stoning of Jamarat (definition) Al-Aqabah, shaving or shortening the hair, and performing Tawaf (definition) Al-Ifadah (circumambulation of return) and Sa'y (ritual brisk walking between Safa and Marwah) (for the Mutamatti' and Qarin pilgrims, and the Mufrid if they did not perform Sa'y after Tawaf Al-Qudum). However, if the fondling occurred after the first tahallul (two out of three rituals), then fidyah is incumbent upon you, whether something was discharged or not, unless it was done with a barrier and her skin was not touched, in which case there is no fidyah unless discharge occurs. As for your wife, fidyah is incumbent upon her as long as she has not reached the second tahallul.
