How can the fact that the earth does not consume the bodies of prophets be reconciled with the Hadith of "the 'Ajuz of the Children of Israel"?

The Hadith (definition) states that Musa (peace be upon him) exhumed the bones of Yusuf (peace be upon him) so that the Children of Israel could find their way. An old woman from the Children of Israel guided them to the grave after stipulating that she be with him in Paradise. Scholars have authenticated the Hadith, "Indeed, Allah has forbidden the earth from consuming the bodies of the prophets," and reconciled it with the Hadith of Yusuf's bones by explaining that the use of "bones" in the Hadith of Yusuf was a figure of speech, where a part is mentioned to signify the whole, meaning the entire body.
