The gist of the : A person's love for a people makes him among them. The supplication mentioned is from the supplications of Ibn Mas'ud, and the Prophet, peace and blessings be upon him, approved it. Supplications in general are answered if the conditions for acceptance are met and impediments are removed, for Allah Almighty says: "And your Lord says, 'Call upon Me; I will respond to you'," and "And when My servants ask you concerning Me, then [answer them], I am indeed near. I respond to the invocation of the supplicant when he calls upon Me."
