The answer

A woman's gaze at a man is permissible if it is not accompanied by lust or fear of temptation, as evidenced by the Prophet's (peace be upon him) permission for Aisha to watch the Abyssinians. However, if lust is present or temptation is feared, then it becomes forbidden. If a girl notices a man's interest in her, she must veil herself and avoid exchanging glances with him, unless he comes as a suitor intending to marry her. In that case, it is permissible for her to look at him and for him to look at her, provided that it is not in seclusion.
