What is the ruling on a woman looking at a woman on television if she is veiled and the photographers are men?

There is no harm in a woman looking at a veiled woman on television because what appears of the veiled presenter (such as the face and hands) is not considered part of a woman's awrah (intimate parts) in relation to another woman. However, it is not permissible for foreign men to film the veiled presenter in the channel's studio, as this requires them to look at her face, and it is not lawful for a non-mahram (definition) man to look at a woman's face unless there is a need and no fear of fitna (temptation). The impermissibility of foreign men filming the woman does not affect the ruling on a Muslim woman looking at the presenter on television, as there is no connection between the two matters.
