What is the ruling on a wife greeting her husband's maternal uncle and her husband's father's paternal cousin with "salam," and are they considered mahrams?

The husband's maternal uncle and his father's paternal cousin are not among the wife's mahram (definition) (unmarriageable kin). They are considered strangers to her, like other men. Therefore, it is not permissible for her to be in khalwa (definition) (private seclusion) with them, nor to shake their hands, nor to display her adornment in front of them. As for offering greetings of peace (salaam), there is no religious prohibition against it, as long as it is not accompanied by a submissive tone in speech or leads to fitna (temptation/discord). The Prophet, peace and blessings be upon him, warned against a wife being lenient or overly familiar with her husband's relatives.
