If you shave or shorten your hair after the Tawaf and Sa'i, you have exited your state of Ihram. What you do afterward, even if it falls under the prohibitions of Ihram, will not harm you, even if you have not removed your Ihram clothes, because exiting Ihram occurs with shaving or shortening the hair.

Arranging, combing, or styling the hair after shaving or shortening it is permissible because it is done after exiting Ihram. However, if it is done before exiting Ihram, it is not advisable. If three hairs fall out because of it, some jurists consider a fidyah (expiation) to be obligatory, while others do not, because the falling of some hairs is not considered shaving. There is no blame on a pilgrim in Ihram if his hair falls out unintentionally, such as when combing it, or scratching his head, and so on. For all prohibitions of Ihram, if a person does not commit them intentionally, and they occur by mistake or forgetfulness, there is no blame on him.
