Is it permissible for someone other than the family of the divorced Arab woman residing in a European country to conduct her marriage contract, knowing that her father has passed away and her brothers and sisters live in her home country and are unaware of the marriage due to their rejection of the principle of marrying someone from outside their country?

The guardian (wali) is a condition for the validity of the marriage, according to the preponderant opinion. If her guardian is in another country, he can authorize a Muslim to marry her off. In the event the guardian withholds consent (ʿaḍl), she can refer her case to a Sharia (definition) judge or Islamic centers to have her married.
