What is the ruling on a girl taking money from her father's wealth without his knowledge to cover her personal needs which he does not provide for her, even though he knows she does not work and that he gives money to her working brothers? And what should she do if it is not permissible?

It is permissible for a son to take from his father's wealth what suffices him for the obligatory maintenance, in a reasonable manner, if his father withholds it. However, he is not permitted to take from his father's wealth for non-essential or luxury items. If the son takes what is permissible for him to take, then there is no blame upon him. But if he takes what is not permissible, then he must repent to Allah and seek his father's forgiveness or return the money to him.
