What is the ruling on masturbating during the daytime in Ramadan without ejaculation?

Masturbation is forbidden, and whoever commits it has sinned; this is based on the Almighty’s saying: "And those who guard their private parts except from their wives or those their right hands possess, for indeed, they are not to be blamed But whoever seeks beyond that, then those are the transgressors." It is not befitting for a fasting person to commit it, especially since it exposes their fast to invalidation if semen is emitted. If one intentionally breaks their fast, their sin is graver than adultery and drinking alcohol. If a fasting person masturbates and no semen is emitted, their fast is valid. But if they ejaculate, their fast is invalidated.
