Is it permissible for the Witr prayer to be three continuous rak'ahs with two tashahhuds and one taslim, like the Maghrib prayer during Tarawih?

The Prophet, peace and blessings be upon him, prayed Witr in various ways: one rak'ah, three, five, seven, and nine. He prayed the three rak'ahs in two ways: either consecutively with one tashahhud, or by making taslim after two rak'ahs, then praying a single one. He did not pray it like Maghrib with two tashahhuds and a taslim, and he forbade that.
