The answer

It is not permissible to eat frogs and snakes. Those whose opinion is considered regarding what is deemed repulsive and what is not are the people of the Hijaz. So, what they considered good is permissible, based on the Almighty’s saying: (and He makes lawful for them the good things). And what they considered repulsive is unlawful, based on the Almighty’s saying: (and He makes unlawful for them the impure things). The custom of the people of the Hijaz is considered because the Book was revealed to them and they were addressed by it.
