What is the ruling on issuing a fatwa without knowledge?

A mufti who issues a fatwa without knowledge commits two great sins: The first is slandering Allah with lies, as Allah has forbidden speaking about Him without knowledge, associating it with shirk (polytheism), and making it more forbidden than indecencies, sin, and oppression. The second is misleading and misguiding people. The Prophet, peace and blessings be upon him, clarified that scholars will be taken away, and people will appoint ignorant leaders who issue fatwas without knowledge, thereby going astray and leading others astray. Issuing a fatwa without knowledge is forbidden and considered one of the major sins.
