Charity (Sadaqah) may be given even to a disbeliever, whereas Zakat may only be given to a Muslim. Orphanhood has no bearing on Zakat. So, an orphan who is poor receives it based on their poverty, but an orphan who is not poor does not receive it merely by virtue of being an orphan.
