It is not permissible to give obligatory Zakat, including Zakat al-Fitr, to those whom one is obligated to support, such as parents, children, grandparents, and grandchildren, because this would result in saving money for the Zakat payer.

It is permissible to give Zakat to poor relatives whom one is not obligated to support, and this is better, as the Prophet, peace and blessings be upon him, said: "Your charity to a relative is both charity and strengthening of kinship ties."

Therefore, it is not permissible for you to give Zakat al-Fitr to your mother; rather, you must spend on her from sources other than Zakat.
