What is the interpretation of the noble verse: "And if you punish [an enemy], then punish with the like of that with which you were afflicted"?

Allah Almighty says: "And if you punish, then punish with the like of that with which you were afflicted. But if you are patient—it is better for those who are patient." Al-Shawkani explained this by stating that punishment should be proportionate, without transgression, and that patience in refraining from punishment is better for those who are patient. The majority of scholars hold that this verse is definitive and not abrogated by the verse concerning fighting.
