Is it permissible for a wife to take money from her husband without his knowledge, claiming that he spends it on other women, and to save it for her children, knowing that he treats her with disdain but spends generously on her?

If the husband is fulfilling his obligatory financial support, it is not permissible for the wife to take anything from his wealth without his consent, due to Allah’s saying: (Do not consume one another’s property unlawfully), and the Prophet’s (peace be upon him) saying: (The wealth of a Muslim person is not lawful except with his willing consent). However, if he falls short in providing the obligatory financial support, it is permissible for her to take what is sufficient for her and her children, in a reasonable manner. One must be cautious not to take what is unlawful or to hide anything from his wealth. Children have no right to their father's wealth while he is alive except for financial support, unless the husband permits saving. It is advisable to counsel the husband to fear Allah, and to deal with him with wisdom and patience.
