Does Eid al-Adha coincide with the Day of Arafah, or does it vary depending on the country?

The disagreement among Muslims regarding the determination of the start of the Hijri months, including Eid al-Fitr and Eid al-Adha, is attributed to the scholarly dispute concerning the issue of "considering the اختلاف المطالع (difference in moonrise locations)." The question is whether the sighting of the crescent moon in one country obliges all other countries, or if each country has its own specific sighting. The majority of scholars believe that a single sighting is binding on all countries, while the Shafi'is and Sheikh al-Islam Ibn Taymiyyah hold the view that the difference in moonrise locations should be taken into consideration.
