Is it permissible to rent out an apartment to foreigners, knowing that they will be consuming alcohol and gambling in it?

Renting out an apartment to a non-Muslim for residence or permissible use is allowed by some scholars, even if sins are committed by the tenant, as long as the contract is for a permissible use.
