It is not permissible for anyone to lead people in prayer in a government mosque except with the approval of the authority responsible for imamate, because an imam receiving a salary in the name of another imam is considered deceit and lying to the responsible authority. As for private mosques, the mosque community may choose an imam for themselves, and the people of the mosque have a greater right to choose. As for someone described as having good character and religiosity, it is advised that he restrict himself to teaching children the Quran, and the people of the mosque should cover his expenses in return for his dedication to that.
