Is it considered a Bid'ah (innovation) to request a Quran reciter in the mosques of the people of Iraq before the Friday prayer to quiet the commotion of the people?

The congregants of the mosque should utilize the time before the Friday sermon for prayer, remembrances (dhikr), and recitation of the Quran without causing disturbance. Loud recitation (jahr bil-qira'ah) at this time was not reported from the Prophet, peace be upon him, and the prohibition against it is further emphasized if it leads to disturbance. If the mosque's congregants are not engaged in worship, it is better to occupy them with a lesson or recitation instead of clamor and loud talk; this is not considered an innovation (bid'ah). The absence of reported loud recitation does not mean it is absolutely forbidden; it can be done sometimes and left sometimes so that it is not mistaken for a Sunnah. The Khatib (preacher) should calmly explain the impermissibility of raising voices in the mosque with talk and clamor.
