Why did Allah make for women a period of menstruation that prevents them from praying and holding the Qur’an, while He did not create them with menstrual blood so that they could worship throughout the entire month?

A menstruating woman can perform many acts of worship, as the concept of worship is broader than prayer and fasting, encompassing all aspects of life. A woman is rewarded for the discomfort that accompanies menstruation and for refraining from prayer and fasting in obedience to Allah's command.
