There is no objection to a girl kissing her friend on the cheeks while she is fasting, as long as this kiss is intended to show love and affection, not lust. Sheikh Ibn Uthaymeen, may Allah have mercy on him, divided kissing for a fasting person into three categories:

The first category: That it is not accompanied by any lust at all, and this is permissible. The second category: That it arouses lust but one is secure from invalidating the fast, and this is not disliked. The third category: That one fears invalidating the fast by ejaculating semen, and this is forbidden.

The correct view is that kissing for a fasting person falls into only two categories: 1. Permissible: If it does not arouse his lust at all, or it arouses it but he feels secure from invalidating his fast. 2. Forbidden: If he does not feel secure from invalidating his fast.

Other acts that lead to intercourse, such as embracing, have the same ruling as kissing.
