What is the ruling on a teacher taking payment for giving private lessons to students—especially in public schools—to help them understand the curriculum?

The basic ruling for this activity (private tutoring at home) is permissibility, unless it involves: an unlawful seclusion (khalwa), an anticipated temptation (fitna), favoritism from the tutor towards his private students, or the tutor neglecting his primary work which he was contracted for.
