Is it true to say that a group is external (Kharijite) if some of the fundamental characteristics of the Khawarij apply to it?

If the intended meaning of the fundamental characteristics of the Khawārij is the clear innovative errors and prominent negative traits, then the perpetrator is judged to have committed the innovation of Khurūj (rebellion), such as rebelling against the rightful Imam, declaring perpetrators of major sins as disbelievers, and declaring their opponents as disbelievers, thus making their blood and property lawful. Sheikh al-Islam Ibn Taymiyyah clarified that the Khawārij are more evil towards Muslims than the Jews and Christians, due to their legitimizing the shedding of Muslim blood, seizing their property, and harming their children. Al-Shāṭibī mentioned that the story of the Khawārij is the first testament to the occurrence of disunity and enmity when innovation emerges, as they became enemies of the people of Islam and killed them.

However, if the intended meaning of the fundamental characteristics is the traits mentioned in the texts of the Sunnah, not all of them indicate rebellion unless combined with other qualities, such as ignorance, excessive worship, recitation of the Qur’an, and shaved heads.
