If he is unable to earn, it is not permissible to give him zakat if his father is wealthy and obligated to support him, and the father must marry him off if the son needs it and does not possess the costs of marriage. However, if the son is unable to earn and the father is unable to marry him off, then it is permissible for his brother to give him zakat to help him marry, without extravagance.
