How can one deal with the phenomenon of immodest dress and inappropriate behavior prevalent among female students, especially given their resistance to advice and the influence of the family environment and media?

The girl whom Allah has blessed with guidance should be a caller (da'iyah) to her sisters, seeking assistance from others in this endeavor. She should not weaken or despair, for da'wah (inviting to Islam) requires patience and perseverance. The hearts of servants are between two of the Fingers of the Most Merciful, He turns them as He wills. And perhaps a single word you guide a girl with will affect her soul and be a cause for her guidance. So, we advise you to be patient, to call to Allah, and to remind girls of chastity, modesty, and purity, and not to imitate mothers or female relatives in evil. Indeed, Allah destroyed a people because of their imitation of their forefathers in falsehood.
