How can a female doctor pay the blood money (diyyah) she owes to the family of a child who died due to her negligence 23 years ago, given that she only knows the first name of the child's father (Muhsin), and it is impossible to find them under the current circumstances in Iraq and the dispersion of Iraqis worldwide?

The doctor must repent to Allah Almighty for her negligence and dereliction. The original ruling for the blood money (diyya) for an accidental killing is that it should be borne by the 'Aqila (male relatives) or the public treasury (Bayt al-Mal). However, if both are unavailable, the doctor must pay the blood money from her own private wealth, and this is the most preponderant opinion. She must exert effort to reach the child's family to pay them the blood money or seek their forgiveness. If she is unable to reach them, she should donate the blood money to the poor and needy and for general Muslim welfare projects, with the intention of giving charity on their behalf. If the rightful owners are identified later, they are given the choice either to approve the charity given on their behalf or to take the money, and the reward for the charity will be for the doctor. She also owes expiation for accidental killing, which is fasting for two consecutive months, due to the impossibility of freeing a slave in this era.
