The answer

Evils and sins, as well as good deeds and acts of obedience, are all from Allah's creation. Servants perform them by their will, which does not go beyond Allah's will. Affirming Allah's divine decree (qada') and preordainment (qadar) and His creation of the servants' actions does not negate the servant's will or his earning of his action, nor does it mean that the servant is compelled to act. And His saying, the Almighty: "And Allah created you and what you do" (Surat As-Saffat, 96) — the word "ma" (what) could be a masdariyyah (indicating a verbal noun), so the meaning would be: He created you and your actions; or it could be a relative pronoun "alladhi" (that which), so the meaning would be: He created you and that which you do. Both interpretations are interconnected. It was reported on the authority of Hudhayfah, elevated to the Prophet, that Allah creates every doer and his deed.
