Conversation with a disbeliever is not generally forbidden, especially if the purpose is to win over their heart to embrace Islam, as mentioned by Ibn 'Uthaymeen. However, if their conversion to Islam is not expected, then one should not associate with them to avoid falling into sin and lest such association lead to affection for them. Allah Almighty said: "You will not find a people who believe in Allah and the Last Day loving those who oppose Allah and His Messenger." The Permanent Committee has permitted speaking with disbelievers, men and women, on condition that there is no fear of temptation and to the extent of need.
