What is the ruling on opening a medical clinic in partnership with a pharmacy under the mentioned conditions, and would leasing the pharmacy premises at a high rent to cover the clinic's expenses suffice?

Fulfilling contracts is obligatory, based on the Almighty's saying: ﴿O you who have believed, fulfill [all] contracts﴾ and His saying: ﴿And fulfill [every] covenant. Indeed, the covenant will be questioned about.﴾ And based on the Prophet’s ﷺ saying: "Muslims are bound by their stipulations." So, if the labor system prevents a doctor from opening a pharmacy or participating in one, he is obliged to abide by that, and it is forbidden to circumvent it, because this law serves a public interest by preventing a doctor from exploiting his profession by selling medications the patient does not need, or prescribing medications when there are more beneficial alternatives. Systems are made for the general populace, not for an individual. A Muslim who travels to a Western country must adhere to its regulations as long as they do not contradict the rulings of Islamic Sharia.
