What is the ruling on a father not fulfilling his promise to his son to marry him off, and delaying his marriage under the pretext of finishing his installments and maintaining the two houses, knowing full well his son's desire to marry for fear of falling into sin? And is a father's going for Umrah and paying money to build mosques more deserving than helping his son marry, and what is the Islamic ruling on that?

The father should have hastened to marry off his son given his ability to do so, for tribulations have multiplied, and marriage is a cause for expansion of sustenance and Allah's aid, as Allah Almighty says: "If they are poor, Allah will enrich them out of His bounty," and the Prophet, peace and blessings be upon him, said: "There are three whom Allah is bound to help," and he mentioned among them "the one who marries seeking chastity." The father's assistance to his son is affirmed, especially with his promise to do so, and breaking a promise is not a characteristic of believers. This is further emphasized to avoid the dispute of those who made it obligatory for the father to ensure the chastity of his son. It is advised to hasten to marry off one's son, for it is better and more beneficial, and takes precedence over voluntary charity and voluntary 'Umrah, due to its aspect of maintaining kinship ties and avoiding scholarly disputes. Whatever charity or 'Umrah has passed is valid and accepted, Allah willing.
