Is the statement by Al-Shafi'i, Al-Qushayri, Al-Ash'ari, Al-Bayhaqi, and Al-Baghdadi that "Allah Almighty has no place" or "no place encompasses Him and no time passes over Him" correct and clear?

This includes His exaltedness above His creation and His 'istiwa' (ascension) over the Throne. As for the word "place" (المكان), it has not been mentioned in the sacred texts, and it is an ambiguous term that can signify both truth and falsehood. If it is meant that Allah is encompassed by any of His creation, then negating it is true. If it is meant that Allah is exalted above His creation, then it is true. Expressing it with "exaltedness" and "above-ness" is more appropriate. Al-Shafi'i and Al-Ash'ari both affirmed Allah's exaltedness and His 'istiwa' over His Throne. The claimed consensus that Allah is not contained by a place is false, for the true consensus is to affirm Allah's attributes as they have been revealed.
