What is the ruling on saying: "In the name of the Sufficient, I have been sufficed by you, and by God, I have sought protection from you; you are the fire and we are the water that extinguishes you," in order to get a need fulfilled by an official?

The ذكر (remembrance/invocation) mentioned is not found in the Sunnah (definition). However, there is no objection to using it because its meaning is sound, and it is similar to the Prophet's (peace be upon him) saying: "O Allah, You are my strength and my helper. By You, I strategize; by You, I attack; and by You, I fight." The wordings of supplication (du'a) and remembrance (dhikr) are not restrictive (tawqifiyyah), so it is permissible to supplicate and remember Allah with anything whose meaning is sound.
